IBSA constitutes the supreme international authority on sports matters for the blind and visually impaired, and therefore has the broadest authority and functions that could correspond to any international federation with respect to each sporting speciality.
The goals pursued by IBSA are the following:
To promote and foster sports for the blind and visually impaired, either directly or indirectly, through the authorities of all the nations, the homogenisation of the bodies or entities responsible for this area and the legal treatment that should be afforded to them.
To maintain close cooperation with all organisations that work in the blind and visually impaired sector, as well as with all others which pursue similar or analogous goals.
To promote sports for the blind and visually impaired, either directly or indirectly, through any of the legally permitted channels.
To structure and regulate sports for the blind and visually impaired at international level, as well as to plan, coordinate and organise competitions and sporting events for the blind or visually impaired at national, continental and world level.
To promote the holding of meetings, seminars, conferences and, in short, whatever socio cultural events might prove necessary in order to raise awareness of the relevance of sports practice for blind and visually impaired persons as the optimum means of achieving their best possible integration.
