I.- IBSA General Rules of Powerlifting

Throughout this rulebook, wherever the words "he" or "she" occurs, such reference is deemed to apply to either sex. Lady lifters and lady officials should not be offended by this statement. The generalisation is for reason of brevity.


  1.  Sanction Procedure for Powerlifting Championships

    The following rules must be followed:

    1. For a World Championship: Approval by the IBSA President and IBSA Technical Director with two necessary official agreements and signatures needed to award a sanction.

    2. For a Continental event: The approval and signatures from the Continental Delegate and the Technical Director.

    3. Date for request to organize competition: At least 12-15 months before date of competition.



  2.  Lifts


    1. The International Blind Sport Federation Technical sub-Committee Powerlifting recognises the following lifts, which must be taken in the same sequence in all competitions conducted under the IPF rules. The IBSA Technical sub-Committee Powerlifting has used the International Powerlifting Federation rules for Blind Powerlifting.

      • Squat

      • Bench Press

      • Deadlift

      • Total

    2. Competition takes place between lifters in categories defined by sex, bodyweight and age. The Men's and Women's Open Championships permit lifters of any age in excess of 14 years.

    3. The rules apply to all levels of competition whether it be World, Regional, International or any competition that states that it is conducted under IBSA TC Powerlifting rules.

    4. Each competitor is allowed three attempts on each lift. Any exceptions are explained in the appropriate section of the rulebook. The lifter's best valid attempt on each lift, disregarding any 4th attempts for record purposes, counts toward his competition total. The winner of a category shall be the lifter who achieves the highest total. Lifters failing to achieve a total are eliminated from the competition. If two or more lifters achieve the same total, the lighter lifter ranks above the heavier lifter.



  3.  Sanctioned World Championships

    The IBSA TC Powerlifting through its member federations conducts and sanctions the following World Championship:


  4.  Combined Championships

    Men, Women, Juniors, Men Master and Women Master Open World Championships. Including all other IBSA Powerlifting Championships.

    The IBSA TC Powerlifting also recognises and registers world records for the same lifts within the categories described at point 6.


  5.  Age categories

    Men


    • Senior: From 14 years upwards (no category restrictions need apply).

    • Junior: From 14 years to and including 23 years of age.

    • Master 1: From 40 years to and including 49 years of age.

    • Master 2: From 50 years to and including 59 years of age.

    • Master 3: From 60 years and upwards.


    Women


    • Senior: From 14 years upwards (no category restrictions need apply).

    • Junior: From 14 years to and including 23 years of age.

    • Master 1: From 40 years to and including 49 years of age.

    • Master 2: From 50 years and upwards.


    Competitive lifting shall be restricted to competitors aged 14 years and over. The lifter must have attained minimum age on the day of the competition where age limits are imposed. A lifter may remain in the Junior category throughout the full calendar year in which he reaches the stated upper limit of that category.

    Age grouping for masters is determined by their actual birth date.


  6.  Bodyweight categories

    125,0 kg Class from 110,01 to 125,0 kg.
    +125,0 kg Class from 125,01.


    Women

  7.  Maximum Team Competitors

    Each nation is allowed a maximum of eleven competitors spread throughout the range of the eleven bodyweight categories for men and ten competitors throughout the range of ten bodyweight categories for women. There must not be more than two competitors from any one nation in any particular bodyweight category.

    However, women masters may be entered to a maximum of nine competitors spread throughout the three combined bodyweight categories of 44 kg - 52 kg; 56 - 67,5 kg and 75 - 90+ kg. Not more than three competitors from any one nation in any particular combined bodyweight category.


  8.  Alternatives or Reserves

    Each nation is allowed a maximum of two alternates or reserves. These alternates or reserves may be substituted at any time prior to the commencement of the weigh-in for a particular bodyweight category. Each nation must submit a team roster giving the name of each lifter, bodyweight category and best total achieved at national or international level during the previous twelve months. The date and title of the competition in which the best total was achieved must also be stated.

    These details must be submitted to the responsible official prior to the commencement of the weigh-in for the lowest weight category, i.e. 52,0 kg for men and 44,0 kg for women. The names of the alternates or reserves with their bodyweight categories and best totals must also be submitted at this time.


  9.  Point Scoring

    Point scoring for all World, Continental and Regional Championships shall be 12, 9, 8, 7, 6, 5, 4, 3, 2, for the first nine placing in any bodyweight category. Thereafter, each lifter who makes a total in the competition shall be awarded 1 point. Point scoring for all national Competitions shall be at the discretion of the national federation.

    Only the point scores of the six best-placed lifters of each nation will be counted for the team competition at all international championships. In the case of a tie in points scored, final teams placing shall be decided as described of the national federation.


  10.  Team Nominations

    Teams shall be nominated to the General-Secretary of the IBSA TC Powerlifting and to the Meet Director at least 6 weeks before the date of the championships. Failure to comply with this requirement may result in disqualification of the offending team.


  11.  Team Trophy

    Only the point scoring from the top six lifters of all categories of each nation will be counted for the Team Competition Trophy at all International Championships. (See Point Scoring 9) Team Trophy shall only be given to the first place, a Team exist Senior Men, Senior Women, Junior Women, Junior Men, Master Men and Master Women together.

    In the case of a tie in the classification of teams or nations, the best six lifters using Wilks Formula will be ranked first. If a tie still exist between two or more Teams, determined by best single lifter using Wilks Formula will be classified first so on through the placing of the Six scoring lifters.


  12.  Best Lifter

    At all Championships a "Champion of Champions" Awards shall be given to the best first three lifters who produces the best performances based upon the Wilks Formula. Only class winners are eligible, three Awards are for the best Men lifters and three awards for the best Women lifters.


  13.  Medals

    At Championships, Medals will be presented for first, second and third places for each category based upon totals, after each flight. Fourth attempts will not be accepted in assessing these medals and the lifter must make a total in the competition in order to qualify for an award. In addition to medals awards, certificates shall be presented for all participants.

    In the event two competitors lifting the same weight, the lighter lifter will be declared the winner. When two lifters have lifting the same weight and those lifters having the same body weight then a necessary re-weighing of lifters shall take place at the end of the competition for that particular weight class, the lighter lifter shall be declared as winner.

    In case of a tie after the re-weighting both lifters shall be declared the winner. In such circumstances there is not a second place. This rule will also be used for records. Other awards may be provided according to the custom of the host nation. These awards are based on actual weight lifted, not Wilks points.


  14.  John Baxter Award at IBSA Powerlifting World Championships

    CBSA contributes this Award in recognition of the contribution to International Blind Powerlifting made by John Baxter of Canada.

    An individual Plaque to be given to the individual competing in IBSA World Powerlifting Championships.

    An annual Plaque will be awarded at each IBSA World Powerlifting Championship. The winner's name will be placed on this Plaque for each year awarded. This Plaque will remain in possession of CBSA, to be awarded at each Championship held.


    Selection Criteria


    • The lifter must have competed at the previous IBSA World Powerlifting Championship.

    • The award will be given to the individual lifter who has the greatest increase in total kilograms. The greatest total in Kilograms must be lifted in the same weight class as the previous Championship to be eligible for the award.

    • In the inaugural year 2000, the total Kilograms lifted by individual will be calculated from the World Blind Powerlifting Championship of 1999, which was the final competition of IBPF. All following Championships will be IBSA.
